You can't enable or disable the undo disks while the virtual PC is running or in a saved state. Shut down the VPC then you should be able to enable undo disks.

Whether or not VM additions is installed doesn't make any difference. You can enable or disable undo disks before you even install an OS, let alone any extras - you even get the option to enable undo disks in the 'New Virtual Machine Wizard'.
