Why PRI keycodes in the fist place

Just a history question about Nortel but does anyone know why they made a PRI a premium feature that you have to pay an extra fee for a PRI keycode?

Is this normal still to this day for all equipment manufactures to install keycodes for things like a PRI?

DO they just want some sort of control over their product? Is this a revenue thing? I would think that having to purchase a card to support the PRI should have been enough/
 
From what I remember way back in the Norstar days in the UK, Nortel charged £200 a channel, when it was free if you had a Option 11 / 51 etc. It was also a heavy amount of paperwork just to get it generated on KRS and that was only to be found in the Meridian 1 section.

Nortel learned their lessions when the BCM came out. I'm not sure if it was the same for other countries?.

I would presume a revenue thing without much thought process.

Same as buying a NAM and paying for channel key codes or mailboxes and call center etc on Callpilot.

If you made a box with everything already open then expect to pay 15K, or pay what you want only.....pretty simple stuff.
