Why my mail keeps on bounce back form Hotmail.com

I am currently running sendmail 8.11.5. My server keeps on bounce back e-mail that send to hotmail.com. Sometimes I can see that mailq message is "I/O error" and sometimes "connection time out", the worst is "I/O error"
Can anyone help me? Is it any setting to be done to set the loger period on time out? Is it because of DNS not able to lookup the destination host?
