Why Multiple Sessions of a User

This is on a Windows 2000 Server with AD. When I right-click on My Computer and choose Manage and then click on Shared and then Sessions, I notice that the users with Windows 2000 Pro workstations who are connected to the server has many sessions open (as much as 10). This appears to have affected the licensing count on the server. IS this normal or not?
