Why local admin

I built a vb6 app that connects to ldap using the au object for all my stuff. And it works great, but now I have this user who needs to termial service into it and the only way is if I let this user have local admin rights, I don't want to do this, is there a way around it?

Any help would be greatfull.

Are there sufficient terminal services licenses purchased? I know that "regular" users can't use TS if it's set up for administrative use; maybe something similar happens if you're out of licenses.
 
Sorry but we do have enough licenses. I can give the users local admin rights to the server and everything works fine, but when I take the rights away it breaks.
