Why isnt my out &h378 command working?

For some reason in q basic out &H378,data% isnt working. I have tested my parallel port useing a VBA program i downloaded and it works perfectly, however the one in q basic does not. This is vital for my college work, any ideas?

Yes its XP, I realy wish I knew how to make it allow acess. I have tried all sorts but with no luck.
