Why is page limited to 22" when using page breaks?

Greetings,
I am pasting multiple pages (5) from a form onto a report with a page break between each page. I am limited to 22" on the report, so only 2.5 pages will fit. I am just a beginner without much training. How do I get all 5 pages to output in a report?

Create extra sorting and grouping levels and set their header and/or footer properties to Yes. This should provide more vertical space.
