why is orriginating party unable to complete transfer - NOrtel cs1000e

Greetings ~

We have users on our CS1000e - m3904 sets - unable to complete cal transfer. This is the originating party attempting to transfer the call

Are all the users involved in the call transfer on the switch? One of them on the PSTN, 2 of them on the PSTN, different CS1ks involved? Can you post a TNB of the set initiating the Transfer. What Release of CS1k (Cs1000Ts ?)
 
after the called party answers the soft transfer key should light.. is this all phones, every call? i would redownload the firmware on the sets to see if that changes the symptoms

This appeared to be a system wide issue - the Net_Data field needed to be changed
