Why is my border not going around everything? 1

Here is a sample lesson plan template that has a border around everything how I'd like it.

Here is another variation of the template but the border doesn't go around the whole thing.

The code is very similar. I cannot figure out what the problem is
 
They both have borders all around for me.

I refer to this as the "clearfix" code - it's served me well for a long time now - simply place a class of "clearfix" on your outer container (in fact, on any container with floating elements directly inside it), and let the magic of CSS do the rest.

floating left for both the main container and the container down below with the daily activities worked perfectly. If it is not too complicated could someone explain why?

My teachers are also going to use Dreamweaver 8 to edit their templates for their own lesson plans. I have seen some display problems that fixed by fixing the code, but is the structure of the document likely to cause display problems? Is there a better way to do this?

By display problems I mean that if they change some of the text formatting the divs move over and sometimes there is a gap and the background color shows through. The teachers who have followed directions perfectly do not exhibit these display problems. Should I focus on tweaking the code even more or should I focus on teacher compliance?
 
Focus on teacher education. (They hate that).

But it's hard to make things foolproof, because fools are so ingenious.
