What happens when you do? Is there an error message that you receive or does the message arrive with no attacment?
Which editor are you using in Outlook and have you tried switching to one of the other ones available? joegz

Yes I agree with JOEGZ we need more information.
You should have no problem with forwarding the attachments.

I just happen to fine this information by chance when I was looking for something else. Perhaps this may shed some light to your issue.
The information in this article applies to:

SYMPTOMS
========
When forwarding messages with Outlook, attachments are stripped before the message reaches the Sent Items folder.
The following conditions must be met in order for this to occur:
- Outlook 2000 is installed on the computer, with Microsoft Office 97.
- "Use Microsoft Word to edit e-mail messages" is selected.
- The message arrived via SMTP, in Plain Text format, from a non-Microsoft Exchange client.
RESOLUTION
==========
A supported fix is now available from Microsoft, but it is only intended to correct the problem described in this article and should be applied only to systems experiencing this specific problem. This fix may receive additional
testing at a later time, to further ensure product quality. Therefore, if you are not severely affected by this problem, Microsoft recommends that you wait
for the next Product Name service pack that contains this fix.
To resolve this problem immediately, contact Microsoft Product Support Services to obtain the fix. For a complete list of Microsoft Product Support Services phone numbers and information about support costs, please go to the following address on the World Wide Web:
NOTE: In special cases, charges that are normally incurred for support calls may be canceled, if a Microsoft Support Professional determines that a specific update will resolve your problem. Normal support costs will apply to additional
