Why import dialog box automatically pops up when creating a new memo.

I have reinstalled the app numerous times and it doesn't matter whether I opt to create a new memo from the welcome page or Mail workspace it always opens an import dialog box and it defaults to the "Data" and Ascii text. What am I doing wrong?

I'm having the same problem with one of my users and can't for the life of me figure out whats wrong. Have you figured it out?
