Why I have two password after domain migration

Hi,Dear all
Recently,We have migrated our domain to win2k server,and now we have one win2k server DC with Acitve Directory and three winNT BDCs.At first,everything is ok.However,twenty days later,the following problems occour:
1.An user account can have two password,one for win9x client and another for win2k or winnt workstation.
2.If we change an user's password on the win2k DC,the password won't change under win9x client,but it works under win2k or winnt client.
What should We do then?
 
First off, make sure the primary network logon is Client for Microsoft Networking and not Windows Logon. Delete the username.pwl in the windows directory on your 9X clients. The next time the user logs in, it will prompt them to verify their password. If your passwords don't expire, have them enter the same password as their domain password. If they do, have them enter a blank password for their windows password. Marc Creviere
 
Actually,I have deleted the username.pwl file in the windows directory,but it doesn't work.The detailed situation is:
The win9x system often infor our users like this "your password will expire in 2 days,will you change your password now?".But after changing the password successfully,the new password doesn't work,but the older can enter the microsoft networking.And 2 days later,the win9x system said "your password" has expire,you must change your password",but the system didn't allow user to change password.So,neither the old one nor the new one does work now.
