why I can not upgrade the firmware to 21 or higher on wlan handset ?

I have some wlan handsets 6140 and upgrade them to firmware 21 or higher, but failed thru. TFTP. The error message on TFTP server is 'TIMEOUT waiting for Ack block #211'.

who can tell me why?
may be my handset not support 21 or higher version?
