why FTP doesn't work on Redhat?

I installed Redhat and connect linux and another win2k to a DSL router, when I try to Ftp to linux from win2k, it prompts "connected to 192.168.XX.XX", then just sit there, no prompt for me to login, also the same thing to Telnet, I already setup port 21, 23 for ftp and telnet on router(firewall). I can use ftp, telnet on linux itself. what's happened?
 
When you say the router firewall do you mean you setup port forwarding? ====================================

Be sure to check: /etc/xinetd.d/

By default they are set to disable.

file1: telnet and file2: wu-ftpd

set the disable to "no"
