Why Excel by-passes the prompt to edit a document 1

I have a Excel document on a shared server it is password<br>protected to OPEN and to EDIT.<br><br>Users get the password to open prompt<br>and then they get the password to edit prompt<br><br>that's all the users except 1 (you guessed, he needs to edit the document)<br><br>The computer prompts him for the password to open and after that it just opens the file in READ ONLY mode.<br><br>Why......! shouldn't the dai'm think treat everybody the same... any ideas?<br><br>Arghhh........ arghh......... <p>Dumboy.!
