I have a Quark file with a 100% cyan background. I bring a Photoshop file into the file, which was created with a 100% cyan background. Why don't they match? Isn't 100% the same in both places?

Not if you do not have color management employed on your system. Color profiles can be assigned to image files and to applications that display and print them. Check your software manual for details on configuration.

Also realize that you might be looking at a proxy preview of your placed Photoshop file. A proxy preview is not the same as viewing the full resolution file.

I agree with jim here. The screen preview is different between imported pictures and quark fields. It should print fine.
