Why doesn't my 'layers' window open?

Hi,
I'm using illustrator 10 on PC and for some bizarre reason my layers window will not open. I've tried opening it with the mouse and with F7 but it neither gets 'checked' in the menu nor appears anywhere on the screen. It worked the last time I tried. Whats's going on???? How do I fix this problem?
