It may have nothing to do with PWS. By the time your code sends the Response.Redirect have you output anything to the user via any kind of Response command? If so then the browser already thinks it's getting a page and will ignore the HTTP response that Response.Redirect sends.
Why the focus here on getting him on IIS. I assume he's running 98 or something where it's not available to him.
