Why does Outlook change editing format?

I have noticed that Outlook changes the "Mail Format" editing option all by itself. I have noticed it on Outlook 97/98/2000 not XP, yet. I will go in and set everyone's Outlook to use Word to read/write emails. People will call me a week later because their spell checker isnt working and when I check, Outlook has changed its settings to use "Rich Text". These users arent smart enough to figure out how to change the setting on their own, so I know its not them doing it.

Has anyone else run across this? Are there any solutions?
 
Setting the e-mail editor only affects new mail that is created. It does not affect mail when you are replying or forwarding. Outlook automatically replies using the editor type that the original message was sent.

So if you setup everyone for RTF and I send you a plain text formatted message Outlook will use the plain text editor when you reply.

If spell checking is important, you could set the spell checking function on within Outlook itself.
Then it will spell check e-mails when replying or forwarding too. Remember to tell it not to spell check the original message when replying and forwarding. (Even so it still spell checks the subject line, which was part of the original message!)
