when I logon under my user the keyboard works fine but when the other user on my computer logs in it stops working but the num lock, caps lock, and/or scroll lock stay on depending on rather or not they were on before the other user loged in or not. I would like to fix this problem without haveing to delete the account.

Sounds like some sort of driver or permissions problem. How does it behave if you were both (if your not already) Administrator Users and vice versa both Limited Users?
Also check it out in Safe Mode. How long has this been happening for?
When it is not working see if you have anything in the Event Viewer, Device Manager, and run Msinfo32 to see if it picks it up as a problem too.

What type of keyboard? Is the other person logging in after you log out?
