Why does my IIS 5.1 doesn't work?

Hello Everyone, I am having some problems in running microsoft's IIS 5.1 which comes with Windows XP
Whenever i run it, it comes up with error saying server connection failed.
Also do i need to connect to internet in order to test my ASP code can't i do it locally from

Yes, you can test your asp from your local

http://WWWRoot,

assuming you get IIS jumpstarted.

I would head over to microsoft's knowledge base at their website, cruise over to IIS, and enter the exact error number in the search. They usually have good explanations on how to fix stuff over there.
