Why does InDesign truncate file names?

I work at a help desk. A user e-mailed the following question. Anyone else experience this? If so, is there anyway to fix? I couldn't find anything online.

I've been having this strange problem exporting PDFs from InDesign recently. It's easy to work around, but I was wondering if you have any suggestions. InDesign will do the export, but it won't name the file correctly. It seems to have a problem with filenames that are longer than DOS-like 8.3 filenames. For example, say I want to export to "Red Bank report.pdf." InDesign will make a 0 byte file with that name, but the actual document will be stored in a file called something like REDBAN~1.pdf. I can keep deleting the 0 byte files and renaming the real ones, but do you have any ideas?
 
They might be saving over a network. This problem may not occur if saved locally first.
 
I had this problem a lot with InDesign CS and also with the very first version of CS2. Since doing the first (4.0.2 I think) update, I haven't had any issues. Sometimes it's just that the name is way too long...but they don't need to be kept to the 8 dot 3 convention.

If they're on a Mac, repairing permissions should fix any oddities like that.

It is over a Novell network, and yes, the problem does not occur when saving locally.

Does anyone have any idea how to adjust Novell so the name does not get changed?
