why does design view option go away when form is opened

when I open a access form in design view and switch to the form view mode all of a sudden the design option goes away and I must close the form or use the exit button and then open it up in design view again. I would like to be able to switch back to design view from the menu/toolbars. I did not design this database so I don't know how this was setup. I have played around with all of the toolbar options and nothing seems to work.

If anybody has any hints it would be appreciated.

Right click the form's caption bar while in view mode, there should be an option to switch to design view in the dropdown list unless someone has disabled the right click feature in the db.

thanks, but using the right click did not work.
How did they turn off the right click and how do i turn it on.
