Why does a new virtual host return permission denied?

I'm running Apache 2.2 on Windows Server 2003R2 and I've properly set up a new virtual host by name. This is a drupal site. When I try to access this by URL I received the permissions denied message. I've made sure the directory structure is writable all the way through. In fact, as this directory is simply a clone of a known working directory I verified that all the settings/names/permissions were the same.

Anyone have any idea what I might be able to check next? I'm kind of at a loss here.

Is DirectoryIndex set to index.php (file name case is not important on Windows)?
