why do some users not see hover buttons?

This is probably too simple.
I have some hover buttons on some pages in an intranet website created with FrontPage. Most users see and use the hover buttons, but a few users don't see the hover buttons and cannot use the links to other pages.
Could this be due to settings on their browser?

Is Javascript enabled on all your user's machines?

Hi

Maybe it is that the drivers on the machines have the server
writen down as another letter than on the others. So when they click on the button or can't see it it might be because the button is looking for a different letter
