Why do permission changes need to be made to launch Dynamics 9.0

After upgrading to version 9, none of our regular users could log into Dynamics (got to the login window, then received login error). Power users could. After many hours and tests with filemon, regmon etc., it was determined that the users getting the error were getting access denied on the following folder:

C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto\RSA\MachineKeys

Why is it required to physically change the permissions to everyone > read for Dynamics to work? We shouldn't have to make any modifications like this. We are running Windows 2000 with citrix.
 
most likely GP was installed under a user account instead of via add/remove programs to allow all users access.

We've run into that several times before. Uninstalling and re-installing as administrator via the add/remove programs fixes the problem.

I personally installed Dynamics using administrator and add/remove programs on the citrix server. It happens on all of our servers.
