Why do our exported pdf files only have save as option?

In our corporate environment we have some reports that are written in Crystal with data coming from an Oracle database. These can be run in two ways either within an application or alternatively directly through Crystal Enterprise. In either case if the export to pdf option is used the files do not open up on screen, they only allow a Save As option, whereas export to excel or word works fine.
Can anyone suggest why this might be happening?

Do your clients have Adobe Acrobat Reader properly installed on their workstations?

This is not going to be a lot of help. I am creating forms in Acrobat 6 professional. All users can read the forms and can fill them out as long as the users has Reader 5 or better installed. Users that need to save an altered file need Acrobat Approval. Or at least that works with forms I created under Acrobat 5. Forms created under Acrobat 6 and pdated or altered under Approval 5 no longer have save/save as options. Go figure?
