Why do i have Lots of files in Microsoft\Protect Directory ??

While scanning my drive i saw that i have about 18000 files
under Application Data\Microsoft\Protect

1) Are they the EFS keys ?
2) Is having this much tells me why my system works slow ?
3) How can i delete them ? or not using them anymore ?
