why disable full-text for sql server

I was just reading about the full-text search option for server using contains(). and I have to wonder, why is it an option and not just always on?
 
there is no need to waist cpu and memory having a service on that is not going to do anything. don't you think?

The full text search option uses the MS Search service to index the database. This adds additional memory, CPU, and disk requirments for keeping the indexes up to date and for searching. As use of CONTAINS, CONTAINSTABLE, etc is not often it's better to not have to maintain all this extra data for no reason.
