Why can't Outlook rules still not forward to external e-mail address?

I want to be able to forward e-mails to my cell phone, via text message, whenever I'm away from my desk.

They can.
what version of outlook are you using?

You may well find that IT have turned this feature off. They did that to us to stop any chance of sensitive material being forwarded outside the company. Might want to check with them.
