why cant i take console from es status back to normal operation

I reinstalled a r7 legend in a small motel.
all works except after I dialed 32hold to set h/m use, I cant dial 32drop to return to normal service.
have tried replacing the processor and the phone (20l) to no avail.
I can set wakeup ,es and messages as it is but would like to be able to switch to normal mode to see busy-lamps.
any help appreciated,,

Without looking in the book, I think there's 2 different ESS Modes. One for call centers and one for Hotels.

I suggest checking which one it is set for.
