why can't I see the domain local group in the member server

Hi,
I have 2 DC's (Windows Server2003 standard) with AD installed on them, and a member server(Winodows server2003) (file server), I created a folder in the member server and shared it, then when tried to add a domain local group to the shared folder, I was only able to list the globle groups from the AD and not the Domain local groups.

Can anyone please help me with that please.
