Why Can't I receive Mail?

I am dialling up to the internet using a standard ISP account. I am using the ISP's Domain Name Servers and am being dynamically assigned an IP address. Exchange Server is configured to send and receive mail through a Mail Server not hosted by the ISP. Message sending is working perfectly but I cannot receive any mail. If I set the Same configuration up on a stand alone workstation using Outlook the account works perfectly. Any Ideas where to start troubleshooting Exchange Server 5.5's failure to receive Internet Mail?
 
I believe the issue has to do with the Dynamic (DHCP) address on the email server. To receive internet mail, you need to have the ISP set up an MX record pointing to the exchange server running the Internet mail service. This MX record must point to a "static" IP address. If not, the ISP would have to change the MX record every time you got a new IP address. Replicating such a change can take about a day to cycle throught all the routers on the internet.
