Why can't I get the busy(disconnect) tone in IP Office System?

Why can't I get the busy(disconnect) tone
Example:
Frome one extention dial any other phone, When one hangup the phone, another one can not get the busy(disconnect) tone. Also, If one extention is busy, Why can I get the normal dial tone while not the busy tone.
Could you give me any tips about such problems.
Thanks a lot!
