Why Cant I Dial Emergency Numbers?

i have a Panasonic NS700 SW: 007 00138

We have 3 SIP channels but we cant seem to dial 999.

i have this programmed in TRS > Emergency Dial along with 101 and 112 but when dialing 999 or 9 999 i get reorder tone
 
Go into your SIP trunk group -> dialling plan then put 999 in the dial column

i have 999 set in:

PBX Configuration> 3. Group> 1.TRG Settings> 4. Dialing Plan

and

PBX Configuration> 7. TRS> 1.TRG> 4.Emergency Dialing

I'm thinking this is being blocked by the SIP provider
 
If you take a trace after you make the call and look at what is coming back from the provider you will see if they are rejecting it
 
i resolved this by removing 9XXXXX from the dial plan - silly me.

i also removed 1XXXXX from the dial plan.[flush]
