why can't I create layer2

Hi,

1. in a new file I draw a circle.
2. i convert it to movie clip symbol and name it circle.
3. I name this layer 'fast'
4. i click lock and lock that layer.

5 Now i go to insert/layer and make layer2

Now layer2 is identical to layer1, and if i try to erase anything it will not let me.
I don't know what is going on.

when I insert layer2, should it be blank or just indentical to layer1? Im my case they are both indentical, it will not let me change layer2, but if I change layer1, layer2 will change too.

Once you lock layer 1, you are hitting the icon to create a new layer correct? This should seperate the two by default.
