Why can't I administer DHCP?

I added a pair of DHCP servers on Server 2008 to a 2003 domain. When I install the DHCP role, I can use the DHCP administrative console locally, but some time later (after a policy is applied I assume) it won't let me. I did a dcpromo on both of these machines, so I now have a mixed 2003/2008 domain, but I still get the red circle with the line when I try and launch the administraive console. I can, however, reach across from a server 2003/DC/DHCP server and administer DHCP on the new boxes. My user is a member of the 'DHCP administrators' group. I even went so far as to add the servers to that group as well.
Does anyone have any idea what I overlooked?
I can't see anything in events, logs, or group policy.

The first thing I catch on to is that you say you added a pair of DCHP servers. Are they on the same subnet? Are they handing out addresses for the same subnet range? Please provide a little more info on this.

These servers are currently pre-production. They are both on the same management subnet and will be serving addresses to multiple user subnets relayed in via helper addresses on the routers. Right now they aren't handing out anything, although I'm sure they could be if the client subnets were active. My main concern is getting to the server in the DHCP Admin GUI application without being blocked out by a permission issue. I'm planning on trying a regmon and filemon, next, when time permits.
 
I think I found the cause. If I restart the smc.exe process (Symantec Management Client for Symantec Endpoint Protection) I can get in. Now I just need to find how to work around it.
