Why are titles out of order?

I'm creating a long-ish clip (about 41 minutes) and I've included about a half dozen various titles created with the Premiere 6 simple title generator. The titles are generally overlapped with fades in the clip and sometimes paired with a page peel effect. When I preview the clip all of the titles are in proper order. When I render and export the clip the titles go out of order and become mixed up. The first time this happened I chalked it up to new user error, but the problem persists and I have no idea what I'm doing wrong. Any guesses?

hmm,
I don't kown, it sounds buggy. my only advice is to render out the titles seperately and then add them back into your main project. that might dodge around any bug thats there.
