why are some questions in bold and some are not?

i realize that is not a technical question, but I wanted to know if there was a differentiation. Is the person posting the question making it bold?

Adding on to chaosnla's response, when a new message is added to a post, even if you previously read it and you have not seen the new post yet, it will also return to a bold status and go to the top of the list indicating a new reply to the post.
