Why Access reset the workgroup information file

I am running Access 2003, and I have a database set up with user-level security.
This database is to be used by many users.
In all of the computers that is using this Access database,
under Tools --> Security --> Workgroup Administrator, the
workgroup information file is pointed to a network drive O:\users\IR\security.mdw.
All is working fine, but about a day later, several computers that is running Access pointed to the workgroup information file that is on the C drive (example: C:\Documents and Settings\John\security.mdw)
of the computer not on the network drive. I have to go to the individual computer to reset so that the file is pointed to the network.
 
A common way is to open the DB with a shortcut having the /wrkgrp switch.
