I am wondering how to determine what I need for a switch replacement. Why would I get a level 3 switch versus a level 2 switch?

If you need to seperate your network with vlans, this is the main reason. Layer 3 basically means that the switch has routing capabilities.

Mostly for the "core" switch use a Layer III and for the "edge" use a Layaer II
For Managing different VLAN's you need the "routing" switch as the gateway address to get to the other VLAN's. Or for the user to get to internet, mostly High Schools have a lot of VLAN's.
