Why a DLL and not an EXE (in VB or in C++)

Hi all,

I want to write a DLL in Visual C++ or in Visual Basic.
If the DLL is performed in VB, will it be able to be called by any other peripheral application being be developped in C++ or in VB. Same question if the DLL is performed in C++.

What is the difference between an EXE and a DLL?
