who should own files in /usr/lib

Hi,
I wonder to which user and group files in /usr/lib should belong to.
The vast majority are owned by root:sys and root:eek:ther.
I look at that directory as a source of let's say "system enhancements" or publicly available "services" which can only be used by programs. Therefore it seems clear to me that no user should own any of those enhancements.
Is anybody out there who can shortly explain that to me or give me a hint where to browse at? Furthermore are their any security issues concerning that matter beyond the old SID/GID-problem?
