Who is getting how much bandwidth?

I am in an ISP. Our Internet Authentication Server is running Linux 7.2. Now I want to know how I can figure out that who is getting my entire bandwidth? When my all users have dialup connection.

May be some dialup users are connected to my ISP with ISDN line and getting my whole bandwidth. Is there any method that I can restrict my user to particular bandwidth although he/she used ISDN line? And is there any method/software, which can tell me who is getting how much bandwidth?

Another Question:

I know that IAS can generate log files of both type i.e.IAS formated and database-import. But I want to know can IAS insert log data directly in SQL server tables?

When you say IAS, are you referring to an ISDN switch?
