who give permission to open port?

I have executed a java prog , it's a mini web server.
But i must be root to be alowed to open the port 80, not with another account.

who i can (under root) give full permission to the XX acount to open a port

(i suppose that i must add it to some group?)

NB:the account is included to the groups : "root,tty and uucp"
+ I have RedHat 6.2 + GNU bash 1.14.7(1)
 
Use one of these :
- man sudo, and use sudo
- start a redirect from 1280 to 80 as root and then java prg. can bind 1280 port and it will work
if U want to save one process and a little bit of memory, don't use redirect, add it into rules in iptables

but in my PC there is no sudo !!!

In where package i can find it ?. So i will install it .
