Who Does What report

I iwsh to run a Who Does What report but filter out completed tasks. I tries setting the filter to Work Incomplete but am still getting tasks that are marked 100%. Any suggestions? Thanks!
 
What version of Project? What service pack? If you filter the list without the report do you see still 100% complete tasks?
 
Yes, if I filter the list without the report (say in the Task Usage View), I do not seem them so they seem to be marked correctly. It's just in the report that they continue to show even after setting the filter. It's Project Standard 2003, SP3. Any info would be greatly appreciated. Thanks!

Oddly enough, I still see the exact issue in Project 2010. The Work Incomplete filter does not seem to work correctly it is applying the criteria to the resources, not to assignments.

As a suggested work around, change the Resource usage view and add start, finish fields to the table. Print the left side of the view only by dragging the split bar far right.
