I have done websites in Dreamweaver and simple ones from scratch. I am trying to go through many tutorials to really understand more of the details though and truly understand. As I go through the html tutorial it seems like many tags that relate to layout are used within the body tags and that the use of CSS renders learning these things moot. Should I skip all the tutorials that deal with layout in the body or is there a value in going through them even though it wouldn't be how it is done now in CSS? Should I skip the html tutorial altogether because I know the basic tags? I ask because it was only by going through part of this tutorial that I fully understood the value of CSS.

For someone with a little experience in web development but not much and most self taught which tutorials are essential?

I also work for for a school district that has a subscription to Atomic Learning. If anyone is familiar with it are the web tools tutorials standards based and up to date?

I don't want to burdon this board with questions that I can find myself but I also don't have unlimited time to gothrough all the tutorials. Where should i start to deepen my understanding and add to my skills?

Don't skip anything, You need a good grounding in HTML coding before you fully understand how CSS works in conjuction with HTML. Even tags and attributes that are deprecated still need to be known and understood even if not used in current design methodology , because at some point you will come across them.
