Which project type could replace VB active document?

Dear All,

I wanna to create an application that could run on varies client machine(OS 95,98,2k etc) in their BROWSER(intranet) which project type should I use? (window or web application)? I do this in VB6 by activex document.
I know web application could do this, but I dont wanna to use IIS/web server that would not need in this project.
But if I use window application, how could I deploye it in/by browser?
