Which OpenSource GIS to use?

Hi!

I am starting some investigation into a 'free' mapping solution for our users. Google maps is the one option, but I believe it would be more appropriate to have a local application for them to work with.

I am therefore looking at open source solutions that can use the OSM mapping data (or any other 'free' source of maps).

There seems to be a good number of solutions out there, but does anyone have any recommendations?
