Which ISP would you recommend?

Hello,

We're in the DC metro area and just like to get different opinions from all of the experts to see which ISP is best for a dial-up account for a user who travels a lot all over the US and sometimes oversea.

Have you tried a GOOGLE search using the keywords ISP and INTERNATIONAL?
